This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PANMCC-21-P-0000 020855. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 /03-10-2021 and DFARS Defense Publication Notice Current to DPN 20210224.

Fort Carson intends to award a Firm-Fixed-Price Purchase Order in support of Holistic Performance Optimization Training retreats. The North American Industrial Classification System (NAICS) code for this procurement is 561920 Event and Meeting Planning Services, size standard $12,000,000.00. This will be awarded as a 100% small business set-aside.

Background
Fort Carson, Department of the Army, intends to award a Firm-Fixed-Price purchase order in support of Preservation of the Force and Family (POTFF) and Soldier and Family Ministry Program (SFMP) Holistic Performance Optimization Training retreats.
The contract will support the 10th Special Forces Group (Airborne) mission to build and strengthen service member and family resilience and readiness through non-personal event coordination services at three quarterly weekend retreats.

Work Details
The contractor shall provide all personnel, supplies, equipment, facilities, materials, supervision and non-personal services necessary for event coordination of three weekend retreats (20–22 August 2021, 10–12 September 2021, 24–26 September 2021) except government-furnished transportation, instructors and materials.
- Hotel/guest services for 24 rooms per event (20 service members/spouses with children plus 4 POTFF team members) with fresh linens and clean facilities
- Multi-course buffet meal services and non-alcoholic beverages for 48 adults and up to 30 children per event, accommodating specific dietary requirements, served in private family-training environments
- Main conference room for up to 74 participants (August event) or 26 participants (September events) equipped with podium and microphone, audio/visual/sound system, LCD projector and screen, power strips, Wi-Fi, and staff-assisted AV support
- Two childcare training rooms per event meeting state/local safety standards, equipped with television, DVD player, power outlets and meal service capacity
- Licensed childcare services for up to 30 children per event with certified staff, background-checked per DoDI 1402.5 and Army Directive 2014-23, COVID-19 mitigation, social distancing, mask use and enhanced sanitation
- Development and implementation of a quality control program and quality assurance procedures
- Provision of a primary point of contact and alternate with full authority, available by phone during business hours throughout performance
- Contractor Manpower Reporting via secure Army data collection site per Office of Assistant Secretary of the Army requirements

20–22 August 2021; 10–12 September 2021; 24–26 September 2021 (each event Friday afternoon through Sunday around noon)
