Background
The Air Force Materiel Command (AFMC) is seeking to establish Blanket Purchase Agreements (BPA) for multiple 3M Adhesives. The purpose of this Class Brand Name Justification (BNJ) is to specify 3M Adhesives prescribed by the specifications stated below for use on multiple aircrafts. The Boeing Material Specification (BMS) Qualified Products List (QPL) 5-101 and 5-42 lists 3M Aerospace & Aircraft Maintenance Division as the only approved manufacturer for the AF30, AF 163-2K, and Scotch-Weld Structural Adhesive; therefore, it is required that 3M Brand products be procured to meet all the requirements of the 76 CMXG/553 CMMXS Squadron. The proposed strategy for this requirement is to issue multiple five (5) year commercial ordering agreements to small business vendors utilizing Part 12, Acquisition of Commercial Products and Commercial Services, and Part 13, Simplified Acquisition Procedures.

Work Details
The items being procured are as follows:
- 3M 250 Degree Adhesive Film AF 163-2K certified to BMS QPL 5-101
- 3M AF30 10mil Structural Adhesive certified to BMS QPL 5-42v
- 3M Scotch-Weld Structural Adhesive Primer EC-1660 certified to BMS QPL 5-42v
The estimated quantities for each item are provided as well.

Period of Performance
The period of performance for this contract is March 2023.

Place of Performance
The products will be delivered to the Air Force Materiel Command office at Tinker AFB, OK 73145.
