The enclosed Request for Lease Proposal (RLP) 3IN0254 has been prepared to describe the US Government's requirements for space in Jeffersonville, IN, The United States Census Bureau.

Please carefully review the requirements of this solicitation and submit your proposal not later than offer deadline 4:00 PM CST on February 6, 2024.

Offers must be submitted electronically through the Requirement Specific Acquisition Platform (RSAP), located at https://lop.gsa.gov/rsap/. Use solicitation number 3IN0254. Please be sure to properly label all submittals to coincide with the exhibits names or additional submittals required in 3.06 of the R100.

You must outline separately in your offer any exceptions you may have to the RLP, Lease or attachments, so that we can address those items during negotiations. Keep in mind that any exceptions you request risk putting your offer in a less competitive position.

Please submit the RLP documents to your legal counsel now to allow adequate time to discuss any language issues that may arise. You cannot request changes to the language in these documents after you submit your final proposal.

Background
The United States Census Bureau has issued a Request for Lease Proposal (RLP) 3IN0254 seeking to lease office and related space in Jeffersonville, IN for a minimum of 275,000 ANSI/BOMA Office Area (ABOA) to a maximum of 325,000 ABOA square feet. The RLP sets forth instructions and requirements for proposals for a Lease described in the RLP documents. The Lease will be evaluated based on the Method of Award set forth in the RLP to select an Offeror for award.

Work Details
The Space shall be located in a modern quality Building with sound and substantial construction. The Space must provide for efficient layout as determined by the LCO. The offered Building must comply with Seismic Standards. The lease term shall be 20 Years, 15 Years Firm, with Government termination rights, in whole or in parts, effective at any time after the Firm Term of the Lease by providing not less than 120 days’ prior written notice.
The Lease Term Commencement Date will be on or about July 1, 2026, or upon acceptance of the Space, whichever is later.

Period of Performance
The lease term shall be 20 Years, 15 Years Firm, with Government termination rights, in whole or in parts, effective at any time after the Firm Term of the Lease by providing not less than 120 days’ prior written notice.

The geographic location for performance is Jeffersonville, IN.
