Background
The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is responsible for the operation and maintenance of national cemeteries across the United States. The primary mission of the NCA is to honor Veterans and their eligible family members with final resting places in national shrines and with lasting tributes that commemorate their services and sacrifice to our Nation.

To support this mission, unarmed security services are required to ensure the safety and security of cemetery property, staff, visitors, and assets during designated periods. Security services play a crucial role in maintaining the dignity, respect, and solemnity appropriate to a national cemetery environment. This contract provides for unarmed security guard services at Bakersfield National Cemetery, located in Arvin, CA, to maintain a safe and secure environment in alignment with federal, state, and local regulations and the NCA’s commitment to operational excellence.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Unarmed Security Guard Services as defined in this Performance Work Statement. Key tasks include: conducting routine patrols of cemetery grounds; responding immediately to security-related incidents; preventing unauthorized access, vandalism, theft or disturbances; supporting interment services and ceremonial events; ensuring continuous monitoring of critical infrastructure; providing professional assistance to visitors; complying with all applicable laws and regulations; delivering services consistent with the NCA's mission. Services shall be performed by qualified personnel who are trained and licensed according to requirements set forth in this PWS.
