Background
The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is responsible for the operation and maintenance of national cemeteries across the United States. The primary mission of the NCA is to honor Veterans and their eligible family members with final resting places in national shrines and with lasting tributes that commemorate their services and sacrifice to our Nation.

To support this mission, unarmed security services are required to ensure the safety and security of cemetery property, staff, visitors, and assets during designated periods. Security services play a crucial role in maintaining the dignity, respect, and solemnity appropriate to a national cemetery environment. This contract provides for unarmed security guard services at Los Angeles National Cemetery, located in Los Angeles, California, to maintain a safe and secure environment in alignment with federal, state, and local regulations and the NCA’s commitment to operational excellence.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Unarmed Security Guard Services as defined in this Performance Work Statement. The objectives include:
1) Provide a secure environment that upholds the dignity of the national cemetery;
2) Prevent unauthorized access, vandalism, theft or disturbances;
3) Support interment services and ceremonial events;
4) Respond efficiently to security incidents;
5) Ensure continuous monitoring of critical infrastructure;
6) Promote public confidence through professional assistance;
7) Comply with all applicable laws and regulations;
8) Deliver services consistent with the NCA's mission.

The scope includes routine patrols, monitoring facilities, incident response, emergency support, visitor assistance, maintenance of security logs and incident reports as directed by the Contracting Officer's Representative (COR).
