Background
The U.S. Department of Veterans Affairs, National Cemetery Administration is issuing this combined synopsis solicitation for herbicide application services at Jefferson Barracks National Cemetery.

The mission of the National Cemetery Administration is to honor Veterans and their eligible family members with final resting places in national shrines and with lasting tributes that commemorate their service and sacrifice to the Nation. The goal of this contract is to maintain the cemetery grounds through effective weed control, ensuring that the appearance and operational procedures reflect the nation's concern for those interred there.

Work Details
The contractor shall provide all labor, supervision, material, equipment, tools, and supplies necessary to complete herbicide spraying at Jefferson Barracks National Cemetery.

Specifically, the contractor will apply Sublime Herbicide Solution for broadleaf and weed control utilizing a blend of triclopyr, dicamba, and mesotrione active ingredients at a rate of 1.5 oz per 1000 square feet over an area of 273 acres. The application must be completed within one week of the start date in March, as determined by the Gardener/COR and grounds foreman. The contractor is responsible for any re-treatment needed due to failure to follow manufacturer’s instructions. All work must be performed during normal cemetery hours (8:00 AM - 4:00 PM) Monday through Friday, with potential adjustments for interments or ceremonies on federal holidays or weekends. Additionally, all actions must be conducted with special care and respect for headstones and markers in accordance with the Dignity Clause.

Period of Performance
Base period from January 1, 2026 to December 31, 2026 with four option years extending through December 31, 2030.
