Background
The Omaha National Cemetery, part of the National Cemetery Administration (NCA), is seeking a contractor to provide janitorial services to maintain the cemetery grounds and facilities. The goal of this contract is to ensure that the cemetery remains a dignified resting place for veterans and their families, adhering to high standards of cleanliness and safety.

Work Details
The contractor will be responsible for a variety of janitorial tasks including:
(a) Developing a Quality Control Plan that outlines tasks and frequencies for daily and periodic cleaning.
(b) Implementing inspection methods to ensure compliance with performance standards, including corrective actions for deficiencies.
(c) Staffing requirements must be clearly defined, including roles and responsibilities of key personnel.
(d) Maintaining records of inspections and corrective actions taken.
(e) Providing employee training on quality control and safety procedures in accordance with OSHA standards.
(f) Ensuring all work complies with federal, state, and local regulations regarding safety and environmental practices. Performance monitoring will include regular evaluations by the Contracting Officer's Representative (COR), with penalties for unsatisfactory performance outlined in the contract.

Period of Performance
The period of performance includes a base year from January 1, 2026, to December 31, 2026, with four optional one-year extensions through December 31, 2030.
