Background
The Department of Veterans Affairs, National Cemetery Administration, is issuing this solicitation for grounds maintenance services at the Ohio Western Reserve National Cemetery and Woodland Cemetery Soldier’s Lot.

The mission of the National Cemetery Administration (NCA) is to honor Veterans and their eligible family members with final resting places in national shrines and lasting tributes that commemorate their service and sacrifice to the nation. This contract aims to ensure that the cemeteries are maintained to reflect the nation's concern for those interred there, adhering to high standards of maintenance and operational procedures.

Work Details
The contractor shall provide comprehensive grounds maintenance services, which include:
1. Meeting proper maintenance requirements for all varieties of grasses;
2. Conducting a complete mow/trim/edge cycle weekly during the growing season;
3. Ensuring all turfgrass areas are completely mowed, trimmed, and edged;
4. Performing all work with special care, reverence, dignity, and respect for the remains buried in the grounds;
5. Adhering strictly to operational standards and measures as outlined in the Performance Work Statement (PWS);
6. Ensuring no work interferes with scheduled ceremonies or visitation;
7. Communicating daily with the Contracting Officer Representative (COR) regarding off-limit areas and upcoming events.

Period of Performance
The contract will be performed over a base period from October 1, 2025, to September 30, 2026, with four optional one-year extensions available until September 30, 2030.

Ohio Western Reserve National Cemetery located at 10175 Rawiga Road, Seville, OH 44273 and Woodland Cemetery Soldier’s Lot located at 6901 Woodland Avenue, Cleveland, OH 44104.
