INTRODUCTION:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Construction project at the Cincinnati VA Medical Center (VAMC) located at 3200 Vine Street, Cincinnati, OH 45220. And the Fort Thomas campus located at 1000 S Ft Thomas Ave, Fort Thomas, KY 41075.

PROJECT DESCRIPTION:
The Cincinnati VAMC is seeking a general contractor to furnish all labor, tools, material, equipment, and supervision for a near-complete refresh of the data cable infrastructure at the Cincinnati Main and Fort Thomas campuses. The scope of this project includes but not limited to the following infrastructure improvements:
Prepare and install OIT materials in the VA campuses for EHRM Upgrades. The main campus of the Cincinnati VA Medical Campus will require a near-complete re-cabling of the main hospital Building 1 and all associated buildings shown in the plans. Additionally, several buildings at the Fort Thomas campus are included in the scope. This project will include all materials and labor to replace all telecommunications cable, outlets, and associated equipment for buildings in this project at the Cincinnati and Fort Thomas VA Medical Campuses. The Cincinnati campus buildings included in the scope of the survey are Buildings 1, part of 2, 3, 8, 14, 15, TB, and TE. The Fort Thomas campus buildings included in the scope of the survey are Buildings 64 and 117.

ADMINISTRATIVE:
The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation is anticipated to be issued in late January of 2023. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
