Background
The solicitation is for Emergency Generator Maintenance services in support of the Portland and Vancouver Medical Centers. The Portland VA has 5 MTU Emergency Diesel Generators supplying Life Safety, Critical, and delayed equipment emergency power to the entire campus. The Vancouver campus has 3 emergency generators requiring oil replacement, and the CLC Emergency Generator has a small leak in the radiator requiring replacement. The contract requires OEM trained (certified) technicians due to Joint Commission standards.

Work Details
The contractor is required to perform various tasks including oil changes, coolant services, filter replacements, and inspections on the emergency generators at both locations. Additionally, the contractor must replace the Vancouver CLC Generator radiator and perform a 1.5 Hour resistive bank load test. The work also includes maintaining cleanliness of work areas, minimizing dust and contaminants, and complying with Federal Information Processing Standard (FIPs) 201 for Personal Identity Verification (PIV) badging requirements.

Period of Performance
The period of performance includes a base period from September 29, 2023, to September 28, 2024, with options for four additional periods ending on September 28 of each subsequent year until 2028.

The primary locations for the services are at the Portland VA Medical Center in Portland, OR (3710 SW US Veterans Hospital Road) and the Vancouver Campus in Vancouver, WA (1601 E. Fourth Plain Blvd).
