Medical Physicist and Radiation Safety Officer Services

The contractor shall provide all management, supervision, labor, transportation, tools, materials, parts, and other items necessary to perform work, execute services, and to successfully complete all deliverables as contained within this Statement of Work. The Government shall not exercise any supervision and/or control over contractor personnel (which includes contractor service providers, contractor representatives, and subcontractors employed with and/or being utilized by the prime contractor) during all active performance periods of the contract. All contractor personnel shall be accountable solely to the Contractor, who in turn is responsible to the Government.

Technical Questions: All questions must be received in writing via email only. Questions should be sent to the Contract Specialist, Tiffany Lee-Franklin (Tiffany.Lee-Franklin@va.gov). Questions will only be accepted until December 12, 2025, at 4:00 PM CST. All responses to questions will be incorporated into a written amendment.
Submission of Quotes: Offerors shall submit their quotes in writing via email to the Contract Specialist, Tiffany Lee-Franklin (Tiffany.Lee-Franklin@va.gov) on or before December 23, 2025, at 4:00 PM CST. Exact forms must be used, any edits to forms to add logo or letterheads, etc. will not be accepted. Faxed or mailed submissions will not be accepted. Background
The Gulf Coast Veterans Health Care System (GCVHCS) requires Medical Physicist and Radiation Safety Officer Services to ensure compliance with safety standards for imaging equipment used in veteran patient care. The facility currently lacks a qualified medical physicist and radiation safety officer, necessitating the procurement of these services from the market. This contract aims to fulfill Joint Commission requirements for radiation testing of imaging equipment, ensuring safe dosage levels for patients.

Work Details
The contractor shall provide all management, supervision, labor, transportation, tools, materials, parts, and other items necessary to perform work and execute services as outlined in the Statement of Work (SOW). Key tasks include:

1. Annual Compliance Testing of Diagnostic Radiological Equipment (Imaging Modalities) to meet regulations from the State of Mississippi, American College of Radiology (ACR), American Association of Physicists in Medicine (AAPM), and Nuclear Regulatory Commission.

2. Ensure compliance with various federal regulations including Title 10 CFR Part 35 and VHA Directives related to radiation safety.

3. Provide certified Radiation Safety Officer services by a physicist accredited by the American Board of Radiology or equivalent.

4. Conduct quarterly calibrations and compliance testing for Nuclear Medicine services including documentation of procedures and training for staff on radiation safety.

5. Deliver routine reporting and documentation following service execution, including check-in/check-out procedures at the facility.

Period of Performance
The contract performance period is from April 1, 2026, through March 31, 2027, with four additional one-year ordering periods available at the government's discretion.

Place of Performance
Services will be performed at various locations within the Gulf Coast Veterans Health Care System including Biloxi, Jackson, Pensacola, and Mobile.
