Description

Kansas City VA Health Care System (VA) requires courier services. The Vendor shall provide all necessary management, labor, equipment, vehicles, transportation, information security (HIPAA), and insurance to provide courier services to and from the VA Health Care System and CBOC addresses cited under Places of Performance.

The Veterans Health Administration (VHA), Community Based Outpatient Clinics (CBOC) provide a variety of outpatient primary care services in communities closer to where eligible veterans reside, thus improving convenience, equity of access in rural/underserved areas, efficiency and effectiveness of care, and access to care for all eligible veterans. These outpatient primary care services may include primary care, preventive care, immunizations and vaccinations, prescription of medications, mental health, social work, dental, radiology, counseling and group therapy, laboratory testing, women's care, physical therapy, and referral to specialists. It should be noted that the type of medical services available at a CBOC can vary from clinic to clinic.

All work is to be performed in accordance with applicable federal, state, and local regulations or ordinances, including any specified regulations for oxygen cylinders, information security (HIPAA), dangerous goods, diagnostic specimens or bio-hazardous materials.

Background
The Kansas City VA Health Care System (VA) is seeking courier services to enhance the delivery of healthcare services to veterans.

The Veterans Health Administration (VHA) operates Community Based Outpatient Clinics (CBOC) that provide essential outpatient primary care services, improving access for eligible veterans in rural and underserved areas.

The goal of this contract is to ensure timely and secure transportation of medical supplies, laboratory specimens, and other critical items between the VA Health Care System and various CBOC locations.

Work Details
The contractor shall provide all necessary management, labor, equipment, vehicles, transportation, information security (HIPAA compliance), and insurance to deliver courier services.

Services include:
- Daily transportation of pharmaceuticals, medical supplies, diagnostic specimens, and other healthcare-related items.
- Secure handling of all items during transport.
- Maintenance of an electronic log system for tracking deliveries.
- Compliance with federal, state, and local regulations regarding hazardous materials and patient privacy.
- Daily courier services will operate Monday through Friday, excluding federal holidays. Specific pickup and delivery points include multiple CBOCs in Missouri and Kansas.

Period of Performance
The contract will be performed over a five-year period from May 1, 2025, to April 30, 2030. It includes individual task orders issued for each twelve-month period within this timeframe.

Place of Performance
Courier services will be performed at various locations including: Kansas City VA Medical Center; Shawnee CBOC; Cameron CBOC; Nevada CBOC; Lenexa VA Clinic; Belton CBOC; Warrensburg CBOC; Paola; Excelsior Springs VA Clinic; Johnson County/Overland Park Radiation Oncology Clinic.
