Background
The Department of Veterans Affairs is issuing a Request for Quotes (RFQ) for the provision of contracted employees to support operations at the Tennessee Valley Healthcare System (TVHS) Veterans Affairs Medical Center (VAMC) in Nashville, TN.

The goal of this contract is to ensure the availability of skilled personnel, specifically three Boiler Operators and three Air Conditioning Operators, to maintain essential services within the facility.

Work Details
The contractor will provide three (3) Boiler Plant Operators and three (3) Air Conditioning Operators. Each operator is expected to work 40 hours per week.

The contract includes a one-year base performance period with four (4) option years. The services are to commence 60 days after award. The Statement of Work outlines that the contractor must ensure fully trained personnel are available for a seamless transition from the incumbent contractor, including establishing an additional pool of trained employees for emergent scenarios.

All personnel must adhere to VA regulations while on site, including being smoke-free and following parking regulations. Additionally, all contractor personnel will undergo background checks equivalent to those required for VA employees with access to sensitive information.

The base period of performance is from August 1, 2026, to July 31, 2027, with options extending through July 31, 2029.

Bidder Requirements
Bidders must comply with specific insurance requirements: general liability insurance of $500,000 per occurrence; automobile liability coverage; and workers' compensation coverage as per federal and state laws.

Contractors must also provide evidence of compliance with background check requirements and ensure that no more than 50% of the contract amount is paid to subcontractors that are not similarly situated entities.
