The U. S. Department of Veterans Affairs ("VA") intends to acquire a minimum of 300 acres of land located within a thirty-mile radius of Happy Valley, OR to construct a replacement cemetery for Willamette National Cemetery. Exhibit A shows the delineated area to be considered. The Contractor will develop an independent and detailed environmental resource report for up to two sites with the intent to support development and construction of a cemetery. The purpose of these reports is to advise VA of the environmental resources and infrastructure that could be impacted as part of the proposed action. These reports will also support data and analysis requirements for development of future National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) documentation. This is a 100% SDVOSB set-aside, therefore at the time of RFQ response and immediately prior to award, all offerors are required to be listed in the database at https://veterans.certify.sba.gov/ as an SDVOSB.
