Murphy Department of Veterans Affairs Medical Center (VAMC) located at: Raymond G. Murphy Department of Veterans Affairs Medical Center (VAMC) 1501 San Pedro Dr SE Building 46 Albuquerque, NM 87108 Pursuant to 38 U.S. Code 8128, RFQ 36L79725Q0005 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Quotes are being solicited only from Veteran Small Business Certification (VetCert) listed SDVOSBs @ https://veterans.certify.sba.gov. Quotes received from entities that are not VetCert listed SDVOSBs at the time of the offer due date will not be considered. Also, at the time of submission quoters must represent to the Contracting Officer that they are a small business concern under the North American Industry Classification System (NAICS) code assigned to the RFQ. The NAICS code assigned is 333310. The VA will award one contract to the responsible quoter who is able to meet the requirements as outlined in the scope of work within the Statement of Work and the Technical Specifications for the laundry equipment. The SDVOSB quoter shall furnish the laundry equipment as specified in the Technical Specifications below. Delivery timeframe is 90 days commencing from date of award. This timeframe includes delivery, installation, and one (1) day of onsite shakedown and training. TECHNICAL SPECIFICATIONS ITEM # 1 SMALL PIECE FOLDING MACHINE: Furnish and install one (1) Small Piece Folding Machine return to feed, color touch screen-controlled that shall be located near the folding table to be used in tandem. Small Piece Folding Machine shall include a digital counter and shall return to feed. The new Small Piece Folding Machine shall be relocated within the existing area of the old machines. Small Piece Folding Machine shall be color touch screen controlled with trouble-shooting circuitry. Unit shall have a digital display for face width in inches and running count in stack, stacks eject setting, and total number of pieces. Small Piece Folding Machine shall be capable of being programmed for all different items and folds used by the Textile Care Processing Facility. Small Piece Folding Machine shall be capable of being programmed by keypad for air assisted French fold items, cross folds in half folds, quarter folds and one third folds, knife, or air pinch roll cross folds. Small Piece Folding Machine shall be capable of folding pajama tops, pajama bottoms, robes, bed pads, terry bath towels, or towels, hand towels, and gowns. Each machine shall have programs developed for each category of linens being folded. Small Piece Folding Machine shall be capable of automatic stacking in increments of 5's, 10's. Small Piece Folding Machine shall have quality grading controls for stained and torn items. Electrical Requirements - 480 volts, 3 phase, 60 hertz, 10 Amperages (AMPs). Four (4) each lockable castors are required on the Small Piece Folding Machine and rear discharge conveyor if applicable to equipment offered. Small Piece Folding Machine shall be capable of being operated by a single operator with return to feed. Light-emitting diode (LED) piece counter is required. Small Piece Folding Machine shall be equipped with reverse jog capabilities for removing jammed articles and have electronic jam shutoff. Small Piece Folding Machine shall be equipped with an illuminated emergency stop button (when activated). Normal stop and emergency stop buttons shall be colored RED. The folding machines shall also be equipped with a normal stop button colored Red. A yellow background with legend shall also be installed with each emergency stop button. Small Piece Folding Machine shall include lockout and tag-out requirements for equipment offered. Lockout/tag-out devices including wall mounted kit/box shall be supplied by the contractor. All doors shall have interlock switches installed that shall shut down the Small Piece Folding Machine if opened during operation. For allowing visual observation of the mechanical systems, install scratch and shatter-proof, clear (for the equipment life expectancy), lucite side panels /all doors on the right and left sides, back and top of the Small Piece Folding Machine shall be installed in lieu of metal side panels/doors. Panels shall be mounted with-in the doors, flush with the sides of the system and shall be a minimum of 3/8 inches in thickness. Panels / doors and top sides of the Small Piece Folding Machine shall be protected with a guard around the center to prevent carts or other devices from damaging the panels. Panels / doors shall be equipped with fasteners/locks to secure them to the system. An hour meter shall be installed on the Small Piece Folding Machine to show that actual run time of the Small Piece Folding Machine for maintenance. Hour meters shall be installed on the operators control panel. Small Piece Folding Machine shall be equipped with red, green, and yellow production status indicator lights. The feed station shall have a guard installed to prevent employees from touching or rubbing against either belts or ribbons. Provide 4-Plex GFI receptacles at each equipment location for mechanic s use. ITEM # 2 BLANKET FOLDER SYSTEM: Furnish and install one (1) Blanket folder system, with color touch screen controls and information systems that incorporates automatic/manual machine operation, self-testing, fault display and built-in diagnostics controlled. Thermal blankets, bath blankets, and bedspreads shall each run separately on the Blanket Folder System. One (1) color touch screen controls and information systems that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics controlled, Blanket folder-cross folder and stacker with discharge to the clean take away conveyor with required quality grading controls. The Blanket folder system shall be designed for discharge to the existing clean take away conveyor. Ordering Data Production Blanket Folder Cross Folder with Stacker Conveyor: Furnish and install one (1) Blanket folder-cross-folder that shall be rear discharge to a new clean take away conveyor. Thermal blankets, bath blankets and bedspreads shall each run separately on the Blanket Folder Cross Folder with Stacker Conveyor. Furnish and install new 480 volt power disconnect box for the new Blanket folder-cross folder and stacker. Install a red warning indicator and a lock-on device on the handle of the branch circuit breaker for the power supply circuit of the Blanket folder-cross folder and stacker to within six (6) feet of the floor. Electrical characteristics - 480 volts, 3 phase, 60 cycles, 15 AMPs. One power disconnect box is acceptable for the Blanket folding system. Disconnects shall be installed in accordance with NEC 110.26 (A) (1) (2). Blanket folder system shall be installed, leveled, and have a leveling device installed on the machine. The Blanket folder system, stacker and rear discharge conveyor shall be equipped with four (4) lockable casters. The Blanket folder system shall be equipped with quality grading controls for rips, tears and stains and shall work in conjunction with the Blanket folder cross- folder and stacker. The Blanket folder system and stacker shall be equipped with an illuminating emergency stop buttons (colored RED) with yellow background and legend when activated, inter-locked with the entire Blanket folder system and when activated shall render the entire system (folder cross-folder and stacker) inoperable. The Blanket folding system shall also be equipped with a normal stop button colored Red. Blanket folder system shall have reverse jog capability for removing jammed articles and have electronic jam shutoff. The Blanket folder cross folder control shall be a field programmable microprocessor control with an alphanumeric display, providing a minimum number of programs for folding currently being used by the facility. The Blanket folder cross folder control shall be capable of changing the operation of the entire automated folder cross folder system to the required functional configuration for the specific item being processed by simply choosing the appropriate program. A lock out feature shall be included to prevent unauthorized programming. The Blanket folder cross-folder shall be equipped with trouble shooting circuitry for use in case of a component failure. The stacker conveyor shall operate as an integral part of the Blanket folding system. The stacker conveyor shall maintain the quality of the folded items during the stacking process. The stacker conveyor shall be capable of receiving folded blankets from the Blanket folder cross-folder and drop release the flatwork into precise stack by using a combination centering conveyor. The stacker shall be color touch screen controls and information systems that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics /microprocessor controlled. The stacker conveyor shall operate with a predetermined stack count from three (3) thermal blankets up to 10 bath blankets and bedspreads and shall automatically transport in increments providing space for the next stack. The Blanket stacker shall transport items to the existing clean take away conveyor. The stacker conveyor shall have lockable casters and be of the modular concept so that it can simply be plugged into the Blanket folder cross-folder for utility connections by using quick disconnects. For visual observation of the mechanical systems, install 3/8 thick scratch and shatter-proof, clear (for the equipment life expectancy), Lucite side panels / doors on both the right and left sides of the Blanket folder-cross folder and stacker in lieu of metal side panels. Panels shall be mounted flush with the sides of the system. Panels shall be protected with a guard around the center to prevent carts or other devices from damaging the panels. Panels shall be equipped with fasteners/locks to secure them to the system. Safety micro switches shall be installed on all doors of the Blanket folder cross folder and stacker so that when a door is opened, the machine shuts down. An hour meter shall be installed on the Blanket folder cross folder and stacker conveyor to show the actual run time of the Blanket folder cross folder and stacker conveyor machines for maintenance. The RFQ 36L79725Q0005 will be electronically issued under the authority of Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and formatted pursuant to FAR Part 12.3 contract format. The solicitation will be issued on or about July 25, 2025, with a tentative closing date of August 24, 2025.
