Description

PURPOSE: SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT THIS IS NOT A REQUEST FOR QUOTE. THIS IS NOT A SOLICITATION. THE VA IS NOT CURRENTLY SEEKING QUOTES/OFFERS/PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD PREPARED IN ACCORDANCE WITH FAR SUBPART 5.2, SYNOPSES OF PROPOSED CONTRACT ACTIONS. This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Pharmacy (CMOP) located in Charleston SC is proposing to negotiate a contract IAW 41 U.S. Code 1901 implemented by FAR 13.106-1(b)(2) with Innovation Associates Inc. (iA) a Large Business on a sole source basis. The proposed action is for the modification of the Automated Pharmacy Fulfillment System (APFS) and Bottle Packaging Subsystem (BPM). The modifications will expand the capacity of the semi-automated packing stations (SAPs) with the addition of ten (10) tabletop automated bagging units as well as the accompanying station requirements. (adj work surface, computer interface, scanners, etc.). As a result, existing manual fill (MF) workstations will have to be relocated, existing conveyor will have to be modified and a package takeaway conveyor added, additional infrastructure to support the devices as well as hardware, conveyor logic and system integration to comply with all existing conveyor logic and APFS software to ensure system wide configuration changes are seamless. The APFS is designed using proprietary software developed by iA that cannot be modified by any entity other than iA. They are the only vendor who fully understands the overall design, the workload allocation, and the interaction between all the subsystems within the APFS. This is not a request for quotes and any interested party may notify the Network Contracting Office 15 (NCO 15), via email to Michael.McAlhaney@va.gov, to express their ability to provide similar upgrades for future needs.
Background
The Department of Veteran Affairs, Consolidated Mail-Out Pharmacy (CMOP) located in Charleston, SC is proposing to negotiate a contract with Innovation Associates Inc. (iA), a large business, on a sole source basis. The goal of the contract is to modify the Automated Pharmacy Fulfillment System (APFS) and Bottle Packaging Subsystem (BPM) to enhance operational capacity and efficiency. iA is the only vendor capable of performing these modifications due to their proprietary software and comprehensive understanding of the APFS design and subsystem interactions.

Work Details
The modifications under this contract will include:
