Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract, with Schuyler Line Navigation Company identified on the closely related award N3220525C4012 valued at $38,717,961 for a dry cargo time charter. That prior effort involved chartering vessels for MSC requirements with delivery and redelivery at Pearl Harbor, HI and a time-charter structure, which aligns with the current 365-day dry cargo time charter’s similar operating location and charter format. The vessel employment described in the prior award (dry cargo/rolling stock carriage under an MSC time charter) appears to be a continuation of the same type of sealift support service.
