Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6098 for a 365-day Dry Cargo Time Charter. The MSC's mission includes providing strategic sealift capabilities to support U.S. military operations. This contract aims to secure vessel(s) capable of meeting specific transportation requirements outlined in the solicitation.

Work Details
The contractor is required to provide one U.S. flag, Jones Act, self-sustaining Offshore Support Vessel (OSV) with the following specifications:
1. A minimum of 3,500 square feet of unobstructed cargo deck space with a minimum cargo deck strength of 1,000 pounds per square foot.
2. A crane capable of lifting 20 tons at an outreach of 30 feet.
3. A maximum laden draft of 6 meters.
4. The ability to carry HAZCLAS 1 cargo.
5. A minimum of four reefer plugs.
6. Minimum laden speed shall be 10 knots.
7. The vessel must be delivered and redelivered at Pearl Harbor, HI (USA).
8. The charter period is approximately 365 days, with laydays commencing on September 1, 2026, and cancelling on September 30, 2026.
9. Accommodation for a minimum of twelve supercargo is required.
10. Submission must include a ship name, price, and signature; failure to include these will result in disqualification from evaluation.
