This sources sought is hereby amended to include looking for information on the following: The Government is amending the original sources sought to include the processing of the raw gas stream from the Bureau of Land Management (BLM) Bush Dome Reservoir. The raw gas with the composition seen in the original sources sought would be supplied up the 8" BLM pipeline and delivered to a natural gas plant via pipeline to make crude helium. The crude helium would be required to be delivered back to the BLM pipeline via pipeline. An interested vendor must be located south of the Texas-Oklahoma border. Any vendors interested in supplying information regarding this amendment shall email the information requested below to Melissa Hutchison at mhutchison@blm.gov no later than close of business Thursday, May 18, 2017. THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below and to allow vendors to propose alternate solutions. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The Bureau of Land Management (BLM) has a potential need for labor, utilities, equipment and supplies required to operate a helium plant located in a fenced parcel of land situated at the BLM Cliffside Gas Field, Potter County, Texas. This area is also known as the BLM Bush Dome Reservoir. This plant is currently owned by Cliffside Refiners L.P. The general conditions of gas coming from the BLM Bush Dome Reservoir are as follows: C1 - 51.29 C2 - 2.8 C3 - 1.5 NC4 - 0.51 IC4 - 0.25 NC5 - 0.14 IC5 - 0.11 C6+ - 0.16 H2 - 0.16 N2 - 24.8 CO2 - 0.78 He - 17.5 SG - 0.64 (Note: All compositions in Mole Percentage. Notice these compositions will tend towards higher hydrocarbon contents and less helium over time.) Gas saturated, water content: 50-70 Lbs/MMSCFD Compressor Discharge of 260 Psig to chosen process Compressor Volume = 25,000 Mcf per day maximum Helium Product Specifications are as follows: He > 50% Hydrogen < 2.3% Neon < 30 PPM Methane < 2.5% Heavy Hydrocarbons < 30 PPM Pressure of delivery up to 1,600 psig Productions of up to 800 Million Cubic feet of Helium per year Pipeline Spec. Residue: At Least 970 BTU/SCF Water Vapor Less than 7 Lbs/Million cubic feet Oxygen less than 0.2% volume Total Diluents (total combined carbon dioxide, nitrogen, helium, oxygen, and other diluent compound) less than 3% by volume Hydrocarbon dew point less than 20 Degrees Fahrenheit at 600 Psig Deliver at 600-750 psig normal, 1,100 Maximum Compressor up to 13,000 Mcf per day BLM is conducting market research to determine whether vendors would have the ability to create a replacement helium plant at that location, or to provide an alternative at that location (ie: PSA-Pressure Swing Absorption Plant, or other ideas) The North American Industry Classification System (NAICS) code is 325120 - Industrial Gas Manufacturing and the size standard is 1,000 employees. (Note: Depending on the outcome of this market research, this NAICS code is subject to change.) All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 9AM CT, Wednesday, April 5, 2017: 1. Vendor's ideas/designs/suggestions as to how they could create and operate a helium plant at the location above. Also, vendor's ideas for other options. Within this information, please provide the following, if known: a. What is the estimate for how long would it take to implement the new design/idea/process? How many designing days, staging days, work days, and time to order materials needed (Total Days)? b. What is the estimate of power requirements for new design/idea/process? c. What is the foot print estimate of the new design/idea/process (in acres)? 2. Capability statement describing corporate expertise and technical qualifications in the work described above. 3. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 4. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 5. Point of contact information for vendor, Cage Code, and D&B Number. 6. Any other information that will prove the vendor is capable of performing the required effort. 7. A Market Research Questionnaire has been attached to this notice. Please complete and return the Market Research Questionnaire along with your response to this notice. Submissions should be emailed to the attention of Melissa Hutchison, Contracting Officer, at mhutchison@blm.gov. Mail and fax responses will not be accepted or evaluated. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
