The Marine Design Center, in conjunction with the Philadelphia District of the U.S. Army Corps of Engineers (USACE), is initiating an Invitation for Bid (IFB) for the procurement of a self-propelled drift collection vessel.

The principal dimensions of the vessel shall be as follows:

Length Molded 70'-0

Beam Molded 23'-0

Depth Molded (at Amidships) 11-0

Design Draft 7'-0

Air Draft (from 7'-0 draft) 27'-5

Contractor will be required to fabricate and deliver the vessel to the Government.

Delivery and final acceptance will be at the U.S. Army Corps of Engineers, Baltimore District, in Baltimore, Maryland.

There are liquidated damages associated with this procurement.

Bid guarantee, payment, and performance bonding are required.

The official media of distribution for the IFB is the Web. All amendments to the IFB will be posted to the Sam.Gov website. It is the offeror's responsibility to monitor the website in order to access the solicitation. Offerors are responsible for printing copies of the IFB and any amendments. NAICS code is 336611 - Ship Building and Repair.

All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the SAM website at www.sam.gov.

Also, all Services Disabled/Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at https://www.vip.vetbiz.gov/.

Background
The Marine Design Center, in conjunction with the Philadelphia District of the U.S. Army Corps of Engineers (USACE), is initiating an Invitation for Bid (IFB) for the procurement of a self-propelled drift collection vessel.

The Baltimore District (NAB) of the U.S. Army Corps of Engineers aims to acquire a new vessel that will enhance their operational capabilities in marine environments.

Work Details
The contractor is required to fabricate and deliver a self-propelled drift collection vessel with the following principal dimensions:
- Length Molded: 70’-0”
- Beam Molded: 23’-0”
- Depth Molded (at Amidships): 11’-0”
- Design Draft: 7’-0”
- Air Draft (from 7’-0” draft): 27’-5”.

The vessel shall be a twin open propeller diesel powered vessel with an all-welded steel hull and deckhouse. Responsibilities include completing the design for production and fabrication, testing all vessel-related equipment, systems, piping, and electrical systems, and delivering the completed vessel to a designated location. Final acceptance demonstrations will occur at the Corps’ designated point of final acceptance of the completed vessel. The contractor must adhere to various standards including those from the U.S. Army Corps of Engineers, American Bureau of Shipping, and U.S. Coast Guard regulations.
