Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing a Request for Proposals (RFP) N3220526R6112 for a vessel capable of meeting specific transportation requirements.
The goal of this contract is to secure a Roll-On/Roll-Off (RO/RO) vessel that can transport military cargo efficiently, supporting the mission of the MSC in providing strategic sealift capabilities.

Work Details
The contractor will provide one U.S. or foreign flag RO/RO vessel with the following specifications:
- A minimum capacity of 78,868 square feet for military cargo including helicopters, wheeled vehicles, tracked vehicles, and breakbulk.
- The vessel must have a stern quarter ramp door and deck measuring at least 20 feet.
- A minimum laden speed of 15 knots is required.
- The delivery location is Souda Bay, Greece, with redelivery at Beaumont, Texas (USA).
- The charter period is approximately 33 days, with laydays commencing on August 3, 2026 and cancelling on August 23, 2026.
- Offerors must provide an itinerary confirming the vessel can meet the specified laydays.
- Additional requirements include providing a detailed stow plan that includes trim and stability values and ensuring the vessel is fully bunkered.
- A minimum of two supercargoes must be provided as part of the service.

Period of Performance
The contract will be performed over approximately 33 days starting from August 3, 2026.

Place of Performance
Souda Bay, Greece for delivery; Beaumont, Texas (USA) for redelivery.

Bidder Requirements
A valid submission must include at least a ship name, a price, and a signature; failure to include these items will result in disqualification from evaluation and award.
Offerors are encouraged to submit multiple offers presenting alternative terms and conditions. Additionally, contractors must acknowledge all requirements outlined in the solicitation and provide necessary documentation including the vessel's Certificate of Inspection (COI) and any outstanding deficiencies.
