Project Title: 30 FSS Gym Equipment Maintenance Service

This Request for Quote (RFQ) is for 30 FSS Gym Equipment Maintenance Services at Vandenberg Space Force Base (VSFB) and is prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in this notice. This is a combination synopsis and solicitation. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

This procurement is being issued under Small Business Set-Aside Competition under North American Industrial Classification Standard (NAICS) 811310, Other Services to Buildings and Dwellings , with a size standard of $12,500,000.00.

Please see the attached combo synopsis solicitation document and Performance Work Statement (PWS) for contract line item numbers (CLINs), quantities, units of measure, description of requirements, period of performance information, applicable clauses and provisions, and other information pertinent to this acquisition. Offerors are required to utilize the combo synopsis solicitation document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto.

The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached RFQ (Supplies or Services and Prices/Cost section).

All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award.

A site visit to Buildings 9005 and 10130 is scheduled for 22 April 2025 at 9:00 AM PDT. All attendee full names, driver's license numbers, emails, and phone numbers must be provided to gregory.caresio.1@spaceforce.mil and kristofer.clark@spaceforce.mil via email by 3:00 PM PDT 17 April 2025. On 22 April 2025 all attendees should report to the VSFB Visitor Center between 7:20-8:20AM to receive a pass. Attendees are encouraged to arrive early in case of long waiting times. The site visit caravan will depart the Visitor Center at 8:50AM.

Quotes are due NLT 2 May 2025 no later than 1:00 PM PDT. Offers must be submitted in writing and ONLY via email to gregory.caresio.1@spaceforce.mil and kristofer.clark@spaceforce.mil. Oral offers will not be accepted. Telephone and other means of oral communication will not be permitted.

Background
This Request for Quote (RFQ) is issued by the 30th Force Support Squadron (30 FSS) for Gym Equipment Maintenance Services at Vandenberg Space Force Base (VSFB).
The goal of the contract is to ensure the proper maintenance and service of gym equipment, which aligns with the agency's mission to support the operational readiness and well-being of military personnel.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and services necessary for preventive maintenance and service of aerobic, strength training, and circuit training equipment at VSFB.
Specific tasks include:
- Maintenance and inspection of various gym equipment such as treadmills, stationary bikes, stair climbers, and rowing machines.
- For treadmills: aligning running belts, cleaning drive motor air intakes, checking lifter calibration settings, inspecting drive belts for wear, cleaning rear rollers and braces.
- For stationary bikes: inspecting control boards, lubricating chains, checking alternator brushes.
- For stair climbers: inspecting resistance components and electronic components.
- For rowing machines: checking control board functions and cleaning tracks.
The contractor must also provide a contract manager available within two hours during normal duty hours to address any operational matters.

Period of Performance
The basic period of performance is from July 1, 2025 to June 30, 2026. There are options for four additional years extending through June 30, 2030 with a potential six-month extension until December 31, 2030.

Place of Performance
The contract will be performed at Vandenberg Space Force Base (VSFB), California.
