Background
The U.S. Border Patrol Buffalo Sector requires Personal Watercraft (PWC) to access remote waterways on Lake Erie and Lake Ontario. These watercraft are essential for patrolling the border and addressing various law enforcement concerns. The Department of Homeland Security (DHS), Customs and Border Protection (CBP), intends to procure three commercially available personal watercraft that meet specified minimum salient characteristics as outlined in the Statement of Work (SOW).

Work Details
The contract involves the procurement of three Personal Watercraft (PWC) with the following specifications:
- **Quantity**: 3 PWC
- **Minimum Salient Characteristics**:
- Year: 2024 or newer, brand new with a minimum 1-year warranty.
- Engine Displacement: Minimum 1,630 cc, four-stroke, no turbo.
- Horsepower: Minimum 230 HP.
- Fuel Type: Gasoline, must run on a minimum of 87 Octane.
- Fuel Capacity: Minimum 16.5 gallons.
- Ignition: Electric.
- Cooling: Closed-Loop Cooling System (CLCS).

- **Drivetrain**:
- Transmission: As per manufacturing recommendations.
- Propulsion System: Direct drive with reverse.

- **Electrical**:
- Battery: 12V.

- **Body**:
- Hull Material: Fiberglass or Polytec Gen II resin type.
- Hull Type: Modified Vee or Deep Vee Hull.
- Storage Capacity: Minimum front bin storage of 25 U.S. gallons; total preferred storage of at least 40 gallons.

- **Dimensions**:
- Length: Not to exceed 135.9 inches.
- Weight: Not to exceed 810 U.S. lbs.

- **Operational Capacity**:
- Rider Capacity: Up to three people seated in tandem.
