Description

Background
The Military Sealift Command (MSC) is conducting market research for the Strategic Sealift Program Office. This Sources Sought Notice (N32205-26-PM4-173) aims to gather information regarding the availability and pricing of vessels capable of transporting general cargo and rolling stock in support of military operations in the Western Pacific region.

Work Details
The contract involves providing a U.S. or foreign flag, general cargo Roll-On/Roll-Off (RORO) or Lift-On/Lift-Off (LOLO) vessel that can transport a minimum of 40,000 square feet of rolling stock and general cargo.

The vessel must be able to moor alongside piers and quay walls for cargo operations using organic equipment. The charter period is for 27 days, with loading, unloading, and securing government property primarily coordinated by the vessel owner with assistance from sponsor personnel. A minimum of two sponsor personnel will be onboard to help coordinate cargo movement and perform minor maintenance on embarked equipment.

Additionally, the MSC requests price and availability for Jones Act capable vessels that meet the same requirements. Special requirements include accommodating draft restrictions with a maximum laden draft of 6.0 meters.

Period of Performance
The charter period is approximately 27 days, commencing at 0800 on December 1, 2026, with a cancelling time of 1600 on the same day.

Bidder Requirements
Bidders must provide detailed information about their vessels including characteristics, COI (Certificate of Inspection), COD (Certificate of Documentation), photos, specifications, and ramp breakover angle.

They must confirm the ability to accommodate at least two sponsor personnel onboard and include hotel services for these personnel in the daily charter rate. Bidders should also provide their earliest availability for layday, fuel consumption rates, company information including contact details and small business status.
