26-day Dry Cargo Time Charter   3

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6034 for a 26-day Dry Cargo Time Charter. The purpose of this acquisition is to solicit proposals for vessel(s) capable of meeting specific transportation requirements outlined in the solicitation.

Work Details
The contractor is required to provide one U.S. or foreign flag Roll-On/Roll-Off (RO/RO) vessel capable of carrying a minimum of 107,000 square feet of military cargo, including tracked and wheeled vehicles and breakbulk. The vessel must have a minimum laden speed of 15 knots. Key tasks include:

1. Delivery from Everett, Washington (USA) to Agila Port, Subic Bay, Philippines.
2. The charter period is approximately 26 days with laydays commencing on January 27, 2026.
3. Submission of a detailed stow plan that includes vessel trim and stability values.
4. Provision of a warranty confirming compliance with all solicitation requirements.
5. A minimum of two supercargo must be provided as per the terms outlined in Part IV (k).

Period of Performance
The contract will be performed over a period of approximately 26 days, starting from January 27, 2026.

Place of Performance
The contract will be performed primarily in Everett, Washington (USA) for delivery and Agila Port, Subic Bay, Philippines for redelivery.
