This project is for the renovation of the United States Marshals Service (USMS) space located on 24th Floor at the Everett M.Dirksen Courthouse (EMD). The proposed project will renovate interior space to better serve the USMS current floor-plan needs. The intention is to utilize the 11th floor of the building as a temporary swing space during construction, as well as to complete any necessary Hazardous Materials abatement during the renovation.

The project scope includes:

The overall responsibilities of the CMc are to perform construction management services relating to constructability, construction strategy, logistics, and budget control during the Design Stage services component, and (upon exercise of the Construction Stage work option) to perform the construction in accordance with the construction documents and other requirements under the Construction Stage work component.
Design Stage Base Services
a. Collaboration with Architect/Engineering Firm, the Construction Manager as Agent (CMa), and other parties hired by GSA to perform specialized duties and requirements as appropriate for this project during any stage.

c.Risk Management Workshops
d.Design Submission Reviews
e.Building Information Modeling(BIM)
f.Value Management
g.Historic Consultation Meetings
h.Constructability Reviews
i.Cost Estimating, Reconciliation, and Proposed Alternatives (CERPA)
j.Preliminary Project Schedule and Analysis
k.Construction Work Sequencing and Phasing Plan
l.Electronic Project Management (ePM)

Option 1 - Early Demolition Work
a.Selective demolition including removal of walls, ceilings, and floors
b.Necessary mechanical, electrical, and plumbing demolition.
c.Necessary asbestos and Lead Based Paint (LBP) paint abatement work.

Option 2 - Construction Stage (Including TurnOver and Closeout)
a.Necessary remaining demolition, asbestos and Lead Based Paint (LBP) abatement work.
b.New Detention Cell Block
c.New floor layout
d.HVAC system modifications
e.New Plumbing
f.New Lighting
g.Millwork
h.Etc.

The contract completion time for this project is seven hundred and sixty-three (763) calendar days from receipt of notice to proceed. The estimated cost range is more than $10M. This is a negotiated, best value procurement.

The contractor is to provide all management, supervision, manpower, equipment and supplies necessary for this project. The proposed contract is being solicited as full and open competition. The Request for Proposal will be issued on or about August 19, 2019.
