Amendment 3 on January 16, 2024: The Federal Government Holiday was on January 15, 2024. Extend the RFI closing date to January 22, 2024 at 5:00pm ET to ensure vendors have enough time to get approvals for submission. Add a new secondary point of contact name.

Amendment 2 on January 3, 2024: Add the Questions & Answers document. Delete the primary and secondary point of contact names. Add a new primary point of contact name. Extend the RFI response date to January 16, 2024. Add the updated RFI documents to reflect the RFI response date extension and new primary point of contact name.

Amendment 1 on December 11, 2023: Add an updated document, version 2 entitled: 24-4-IRA-OITA - RAAS AIOps Platform RFI (2). Delete version 1 of the document entitled: 24-4-IRA-OITA - RAAS AIOps Platform RFI.

The Internal Revenue Service (IRS) has a requirement an Artificial Intelligence Operations (AIOps) Platform.

For information purposes, the services described shall be in accordance with the Internal Revenue Service (IRS) Statement of Work entitled 24-4-IRA-OITA - RAAS AIOps Platform SOW.docx

The Request for Information will be available on December 8th, 2023, and will be distributed through NASA SEWP and through the Government Wide Point of Entry (GPE) Sam.gov. All future information about this Request for Information, will also be distributed through NASA SEWP and through the Government Wide Point of Entry (GPE) Sam.gov. Interested parties are responsible for monitoring both sites to ensure that they have the most up-to-date information about this Request for Information. The estimated closing date of this Request of Information will be on January 16th, 2024, 12:00 noon EST. All interested parties may submit a response to this Request for Information. Interested parties should use either NASA SEWP or email to the Point of Contact to transmit their responses. No telephone requests or written requests will be accepted.

Background
The Internal Revenue Service (IRS) is seeking to procure an Artificial Intelligence Operations (AIOps) Platform. The IRS has existing and planned AI use cases that will benefit from operating on a single platform that provides lifecycle management and governance. The IRS has an air-gapped, on-premises server environment that will be the deployment location where IRS employees will administer the deployment.

Work Details
The work to be performed under this SOW includes providing the software license and maintenance/customer support for technical issues and security patch updates, enhanced maintenance services and required licenses for all components that are purchased to function, functional, capacity, security, performance, and operation as stated in this SOW. It also includes providing features to handle various analytical requirements such as integrating fairness, bias, disparate algorithms of the customer's choice throughout any point of the lifecycle, producing model and data artifacts throughout lifecycle and other documentation related to project goals and artifacts, feasibility evaluation, data profiles, queries and code documentation, training, validation, and verification documentation, testing outputs, model monitoring reports, and model update logs. Additionally, technical support coverage on a 24x7 basis for all components of the deployed product is required.

Period of Performance
The period of performance shall be for one twelve-month base period with four twelve-month option periods. The contractor shall provide Installation/configuration within 30 days of executing the delivery order with a 12-month license in the base year, and a 12-month license for each subsequent option period.

Place of Performance
The place of performance for the installation phase will be at the contractor’s facility. Any maintenance tasks required to be performed will take place at one of the following locations: 77 K St. NE Washington, D.C. or Martinsburg, WV.
