This acquisition is being conducted utilizing Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible
Source and No Other Supplies or Services will Satisfy Agency Requirements in conjunction with FAR 13.5 Simplified
Procedures for Certain Commercial Items. Per Page 1 Block 10 of the SF1449, this requisition is considered
Unrestricted to business size and other than full and open competition, which intended to result in a sole source,
firm fixed price contract for a DMC 270 FD Portal Series CNC Universal Milling Machine in accordance with the items
cited in the Purchase Description VIBB 24-13-1027, Dated May 19, 2025. (All Items Shall Be In New Condition And
Surplus Items Are Not Acceptable Not A Prototype - None NSN Item(s). Alternate offers will not be considered for
this requisition.

This notice of the Government's intent to issue the contract under the authority of 10 U.S.C. 3204(a)(1), the property
or service needed by the agency are available from only one responsible source, and implemented by FAR 6.302-1(a)(2)
(ii)(A), substantial duplication of cost to the Government that is not expected to be recovered through competition,
and incorporates provisions and clauses in effect through the Federal Acquisition Circular 48 CFR 12.603. The basis of
the award will be dictated by the conformance with the Instructions provided to Offerors and the Lowest Price
Technically Acceptable (LPTA) source selection process. The government reserves the right not to make an award if the
results from the Request for Quote (RFQ) are determined not to be in the best interest of the government.

Background
This acquisition is being conducted by the Defense Logistics Agency (DLA) utilizing a sole source contract due to the unique requirements of the agency that can only be met by one responsible source.

The contract aims to procure a DMC 270 FD Portal Series CNC Universal Milling Machine from DMG Mori, ensuring all items are in new condition and not surplus or prototypes. The intent is to provide essential manufacturing capabilities to support the agency's mission.

Work Details

- Specifications: Must meet Purchase Description VIBB 24-13-1027 dated May 19, 2025.
- All items must be in new condition; surplus items are not acceptable.

- Responsibilities include shipping, installation, material-handling equipment, foundation requirements, rigging to final location, leveling, alignment, quality assurance testing, and providing qualified personnel.
3. **Training**
- Quantity: 1 each for Integrated Product Environment (IPE) training.
4. **Technical Data**
- Quantity: 1 lot for IPE technical data.
5. **IUID Tag**
- Quantity: 1 each for IPE IUID Tag.
6. **Foundation**
- Quantity: 1 each for IPE Foundation.
7. **Shipping**
- Quantity: 1 each for IPE Shipping.
8. **Installation**
- Quantity: 1 each for IPE Installation.
9. **Post Processor**
- Quantity: 1 each for IPE Post Processor.
10. **Rigging**
- Quantity: 1 each for IPE Rigging.
