Background
The Department of Veterans Affairs is issuing this solicitation for the procurement of a gas-powered utility vehicle to support the Engineering Service at the VHSO VA Medical Center in Fayetteville, Arkansas. The goal of this contract is to furnish and deliver a commercial-grade vehicle suitable for daily cargo transport and light off-road work, enhancing operational efficiency.

Work Details
The contractor shall provide one (1) new, factory-assembled, commercial-grade gas-powered utility vehicle equivalent to the Club Car Carryall gasoline lineup. The vehicle must meet or exceed the following salient characteristics:

- **Powertrain & Performance**:
- Gasoline engine, 4-cycle, EFI, rated ≥14 hp
- Top speed: ≥15 mph (governed)
- Towing capacity: ≥1,200 lb
- Total payload capacity: ≥1,200 lb, cargo bed ≥800 lb

- **Chassis & Durability**:
- Rustproof aluminum frame and cargo box
- Ground clearance ≥5.5–6 inches
- Rack-and-pinion steering; heavy-duty suspension
- Four-wheel mechanical drum brakes or 4-wheel hydraulic disc brakes

- **Cargo & Ergonomics**:
- Aluminum cargo bed with tailgate (approx. 44 in L x 47 in W x 10.5 in H)
- Two seats with seat belts
- Front/rear lighting (headlights, taillights, brake lights)

- **Dimensions & Fuel**:
- Wheelbase approx. 78 in; overall length approx. 118 in; width approx. 50 in
- Fuel tank ≥5.5 gallons

- **Warranty**:
- Powertrain/Frame: ≥3 years / 3,000 hours; Remainder: ≥2 years

- **Required Accessories & Configuration**:
- Trailer hitch rated ≥1,200 lb; Heavy-duty 6-ply tires; Bed tie-downs/tool mounting system; Headlights, taillights, brake lights; Backup alarm; Seat belts for all seating positions.

- **Compliance & Standards**: The vehicle must comply with EPA emissions requirements and safety standards.

- **Documentation & Training**: The contractor shall provide an operator’s manual, parts catalog, pre-delivery inspection documentation, warranty documentation, and on-site operator orientation (1–2 hours).

Period of Performance
The contractor shall complete all engineering services, assembly, and delivery within 60 Days After Receipt of Order (ARO).
