Background
The Department of Veterans Affairs (VA), specifically the Greater Los Angeles VA Healthcare System (GLAHCS), is seeking to procure mobile surveillance trailers to enhance their law enforcement capabilities.

The VA Police Service operates continuously across multiple campuses and outpatient sites, providing essential security and emergency response services. Current fixed camera systems do not adequately cover all necessary areas, leading to gaps in surveillance that hinder the ability to monitor high-priority locations and respond to incidents.

The procurement of mobile surveillance trailers aims to address these deficiencies by providing a flexible, high-definition surveillance solution that can be deployed rapidly as operational needs change.

Work Details
The contract requires the delivery of four (4) fully operational Mobile Pro Systems Commander 3400 trailer systems, or equivalent, configured with specific components and accessories as outlined in the Statement of Work (SOW).

Each trailer system must support prolonged deployments of up to thirty (30) days between refueling events and operate independently using onboard battery, solar, or generator power. All items must be new, first-quality, and free from defects.

The contractor is responsible for all equipment, materials, labor, delivery, rigging, on-site setup support, demonstration, and documentation necessary for placing each trailer into operational condition at the designated location. Additionally, all components must be properly packaged for shipment and accompanied by complete receiving documentation.

Period of Performance
The geographic location(s) the product will be delivered to or performed at.

Place of Performance
The products will be delivered to the Greater Los Angeles VA Healthcare System (GLAHCS), specifically to the VA Police Service located at 11301 Wilshire Blvd, Building 297, Los Angeles, CA 90073.

Bidder Requirements
This solicitation is set aside for small business concerns. Bidders must provide manufacturer part numbers for all items proposed as equal to the brand name specified. Additionally, bidders are required to ensure compliance with any applicable licenses or certifications related to the procurement.
