Background
The C.W. Bill Young VA Medical Center Environmental Management Service (EMS) Grounds is seeking to purchase a grapple truck to enhance their ability to clear downed trees and limbs following hurricanes and severe weather events. This acquisition aims to improve the efficiency and timeliness of clearing roads and parking lots, as well as assist in regular tasks such as maintaining paths in the conservancy.

In 2024, EMS Grounds faced challenges during cleanup operations at the Bay Pines Medical Center and Lee County Healthcare campuses after two major hurricanes, leading to delays due to the lack of equipment capable of handling large fallen trees and substantial debris. The absence of a grapple truck necessitated emergency purchases from vendors for services that could have been performed by their own staff.

Work Details
The contract requires the procurement of a TL-2 Lightning Loader Grapple Truck or an equivalent model. Specific requirements include:
1. Quantity: 1 - 2026 Track Truck Grapple Loader in PI Orange with a 2026 HDX 1717 Body in PI Black, featuring a single door on a 2025 International MV607 chassis.
2. Equipment Specifications:
- Controls: Quadstick Mechanical Controls
- Operator Station Type: Dual Walk Through
- Operation Station Options: Platform H-rating Heat Shield
- Standard Bucket: 60 Inch
3. Additional Features:
- Body: 2026 MY HDX 1717 Body in PI Black, Single Door Self
- Options: PTO Hour Meter, Toolbox (18x18x48), Safety Lights, Work Lights, RV-550 Camera, Hose Guards, Grille Mount Strobes (Amber), Amber LED Flashers.
4. Salient Characteristics:
- Minimum 20 ft boom reach with a 4 ft telescoping extension.
- Minimum lift capacity of 3200 lbs when fully extended.
- Minimum dump body hoist capacity of 23 tons.
- Compliance with ANSI Z245 standards.
- Automatic transmission and dual joysticks.

The grapple truck will be stored at Bldg. 17 – Grounds Yard, C.W. Bill Young VA Medical Center located at 10000 Bay Pines Blvd, Bay Pines, FL 33744.
