2025-2026 Toyota Sienna Hybrid with Conversion and Toyota Camry LE   2

Background
The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office (NCO) 16 in Houston, TX, intends to award a sole source contract to United Access for the procurement of adaptive vehicles.

The Michael E. DeBakey VA Medical Center requires these vehicles for use by the Physical Medicine & Rehabilitation Driver’s Rehab outpatient clinic, specifically for training Veterans with Spinal Cord Injury/Disabilities (SCI/D) or other physical disabilities. The unique characteristics and brand name specifications of the required vehicles necessitate that United Access is the only responsible source capable of fully meeting the Government's needs.

Work Details
The contract involves procuring two adaptive vehicles: a Brand Name Adaptive Conversion Van (Toyota Sienna with Braun Ability XT Conversion) and an adaptive sedan. The specifications for the vehicles include:

1. Toyota Sienna with Braun Ability XT Conversion must have:
a. Reduced/Zero Effort Steering
b. Interior Transfer Seat Base – Minivan Installation

2. 4-door Passenger Sedan must have:
a. At least 99 cubic feet passenger volume
b. At least 42 inches front legroom
c. At least 38 inches headroom

Both vehicles must include the following installed features:
- Passenger Side Training Brake
- Left Foot Accelerator
- Interchangeable features based on patient needs at the time of training, including:
a. Amputee Ring
b. V-Grip Spinner-Knob Steering Device
c. Tri-Pin Steering Device
d. Palm Grip Spinner-Knob Steering Device
e. Knob Steering Device
f. Brake Lock Push-Rock Right Side-Electromechanical Column Mount Hand Control
g. Push-Twist-Electromechanical Column Mount Hand Control
h. Push-Rock-Electromechanical Column Mount Hand Control
i. Push-Pull-Electromechanical Column Mount Hand Control
j. Push-Pull - Right side-Electromechanical Column Mount Hand Control
