Background
The contract is issued by the U.S. Army Corps of Engineers (USACE) South Pacific Division (SPD), which encompasses several districts including Sacramento, San Francisco, Los Angeles, and Albuquerque. The SPD's mission includes supporting various programs such as Military Design, Interagency and International Services (IIS), and limited Civil Works (CW) programs, particularly focusing on the Southern Border Security mission. This contract aims to establish a $230 million Regional Architect-Engineer (AE) Vertical Design Multiple Award Task Order Contract (MATOC) for small business awardees.

Work Details
The contractor will provide a full spectrum of architectural-engineering services primarily focused on vertical design. Key tasks include:

1. Pre-Design Services:
- Studies in support of planning or design
- Planning and programming, including planning charrettes and DD1391 preparation
- Site investigations

2. Design Services:
- Parametric estimating
- Preliminary designs and charrettes
- Partial and full designs, including performance plans and specifications
- Preparation of documents for Design-Build Requests for Proposals

3. Services During Construction:
- Engineering during construction
- Construction phase services
- Quality assurance, investigations, materials tests, and inspections

4. Project scopes may include:
- Repair or modernization of existing facilities
- Design of new facilities or utility systems of various types and complexities
- Historic preservation efforts
- Energy resilience studies and designs
- Compliance with anti-terrorism/force protection criteria and sustainable design principles as per CEQ guidelines.

Period of Performance
The contract is anticipated to be awarded in Quarter 1 of Fiscal Year 2027 with an ordering period of one year, including an option for an additional six months.

Place of Performance
The work will primarily be performed within the geographical boundaries of the South Pacific Division, which includes California, Arizona, Nevada, Utah, New Mexico, and portions of Colorado, Oregon, Idaho, Wyoming, and Texas.
