Portable High-Throughput Integrated Laboratory Identification Systems (PHILIS) Platform Modernization 2.0
Background
The United States Environmental Protection Agency’s (EPA) Office of Land and Emergency Management (OLEM), specifically the Office of Emergency Management (OEM), Chemical, Biological, Radiological, and Nuclear Consequence Management Advisory Team (CMAT), is tasked with providing specialized capabilities during emergency responses.

CMAT's mission is to support the removal and remedial response community 24/7/365 to protect human health and the environment. The PHILIS laboratory systems are designed to detect Chemical Warfare Agents (CWAs) and Toxic Industrial Chemicals (TICs), performing analyses on Multimedia Volatile Organic Compounds (VOCs) and Semi-volatile Organic Compounds (SVOCs). This acquisition aims to replace mobile operational laboratory platforms and optimize operations of the PHILIS units located in Edison, New Jersey, and Castle Rock, Colorado.

Work Details
The contractor shall provide equipment as specified in Attachment 1 – Technical Specifications under a firm-fixed-price contract. The successful offeror must meet all requirements outlined in the Technical Specifications. The purpose of this acquisition is to enhance the functionality of the PHILIS units.

Period of Performance
The resultant contract is anticipated to be completed within 12 months after contract award.
