PURPOSE AND OBJECTIVES: A requirement exists for a fixed price Federal Supply Schedule Blanket Purchase Agreement (FSS-BPA) or an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for temporary staffing services for the Syracuse VA Medical Center. The requirement is for 23 full-time equivalent (FTE) Registered Nurse staffing services to be provided on-site at the Syracuse VAMC. The current need is for twenty-two (22) FTE Medical/Surgical RNs and one (1) FTE Cardiac Catheterization Laboratory RN. Government needs may change throughout the period of performance. QUALIFICATIONS: RN - MEDICAL SURGICAL: Provides direct and indirect skilled nursing care to medical-surgical patients with chronic illness or disability and who are not capable of caring for themselves for an extended period of time. He/she is accountable for adhering to established policies, standards of care and standards of practice. The staff nurse demonstrates leadership when providing and improving patient care. The incumbent reports directly to the Nurse Manager of the patient care unit/area. The staff nurse serves as a role model when functioning as team leader or charge nurse under the supervision of the Nurse Manager or designee. - Education: Associates Degree or bachelor's degree in nursing or a master's degree in Nursing. - Nurses must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. All licenses held by the personnel working on this contract shall be fully valid and without restriction. - Experience: Contract nurses are preferred to have experience in medical-surgical inpatient acute care areas - A current CPR/BLS certificate by the American Heart Association is required. - The shifts/hours, and days are rotating. They will be assigned to 12 hour or 8-hour shifts including nights, weekends and Federal Holidays. RN- CARDIAC CATHETERIZATION LABORATORY The Cath Lab nurse assists VA Cardiologists during the catheterization process and prepares the patient before and after the procedure to stability their health status. The contract nurse must have an understanding of cardiac medications and rhythms, ACLS protocols, triage and IV medication administration. Nurse should also be familiar with Acute Coronary Syndrome and Pneumonia protocols and emergency situation and response. Nurses will use judgment in assessing, planning, implementing, documenting and evaluating patient care of veterans within the Cardiac Catheterization Laboratory setting. The Cath Lab nurse functions both dependently and independently with guidance and direction from the Nurse Manager/designee. - Education: Associates Degree or bachelor's degree in Nursing or a master's degree in Nursing. - Nurses must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. All licenses held by the personnel working on this contract shall be fully valid and without restriction. - Minimum of 2-years critical care experience within the last 3 years. - A current CPR/BLS/ACLS certificate by the American Heart Association is required - Shift is straight days no nights/weekends/on call/holidays PLACE OF PERFORMANCE: Department of Veterans Affairs - Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, NY 13210. PERIOD OF PERFORMANCE: - Twelve-month (12) base period from the effective date of the contract, plus two (2) three-month options to be exercised at the discretion of the Government.
