Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6042 for a 23-day Dry Cargo Time Charter.

The MSC's mission is to provide strategic sealift and ocean transportation for the Department of Defense. This acquisition aims to secure a vessel capable of meeting specific transportation requirements, particularly for hazardous materials and general cargo.

Work Details
The contractor will provide one U.S. flag vessel capable of carrying a minimum of six 20-foot ISO containers, including four containers of Class 7 and Class 8 hazardous materials. The vessel must meet the following specifications:
1. Length overall shall not exceed 568 feet (173 meters).
2. Draft shall not exceed 35 feet (10.6 meters) when loaded.
3. Vessels longer than 480 feet cannot have large superstructures on the bow.
4. No obstructions within 20 feet forward or aft of the container passage area.
5. Minimum laden speed shall be 15 knots.

Cargo specifics include:
- Four TEUs of HAZMAT and two additional TEUs of general cargo, with the heaviest container not exceeding 20,000 lbs.
- Sufficient space for proper segregation and separation without double stacking.
- Adequate lashing gear with a minimum working load capacity of 25,000 pounds per TEU corner.
- Vessel must be fully bunkered for at least 20 days at sea and 10 days in port.
- Compliance with HAZMAT security and safety plans as per federal regulations.

Period of Performance
The charter period is approximately 23 days, commencing on or around April 8, 2026, and cancelling by April 10, 2026.

Place of Performance
Delivery will occur at Berth 13, Yokosuka, Japan, with redelivery at Puget Sound Naval Shipyard, Bremerton, Washington.
