23'-26' Dive Vessel

Background
The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure a dive vessel for oceanographic research diving missions in support of its Atlantic Oceanographic and Meteorological Laboratory.

The contract aims to enhance the agency's capabilities in conducting near-coastal research, including coral research and urban area water quality monitoring, by providing a suitable vessel for these operations.

Work Details
The contract requires the delivery of one dive vessel with the following specifications:
- Length Overall (LOA): Between 23 feet and 26 feet.
- Beam: 8' 6".
- Maximum Draft: Not exceeding 18 inches.
- Hull Design: Deep V hull with a deadrise of 16° to 24°.
- Material: Acceptable materials include fiberglass or foam-filled fiberglass; aluminum is not preferred.
- Capacity: Must accommodate at least 7 persons or 1,600 lbs of persons and gear.
- Engine Requirements: Minimum 200 HP single outboard motor or twin outboard motors of at least 115 HP each, preferably Yamaha or Mercury.
- Fuel Capacity: Approximately 90 gallons.
- Console Features: Center console with an acrylic windshield, storage caddy, and lighting.
- Dive Platform: Transom dive platform with a ladder and mounted tank racks for dive operations.
- Safety Equipment: Includes navigation lights, automatic bilge pump, and necessary hardware like cleats and anchor systems.
- Trailer Specs: An aluminum trailer sized for the vessel must be included.

Period of Performance
Delivery is required by February 2, 2027.

Bidder Requirements
Bidders must be small business concerns as defined by the Small Business Administration (SBA). The procurement is subject to the Buy American Act (RFO 52.225-1).
