Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220525R6021 for a 21-Day Dry Cargo Time Charter.

The MSC's mission is to provide ocean transportation for the Department of Defense and other government agencies. This acquisition aims to secure vessel(s) capable of meeting specific transportation requirements outlined in the solicitation.

Work Details
The contractor will provide one U.S. or foreign flag roll-on/roll-off vessel with a door and cargo space height of 20 feet or greater, capable of carrying 157,265.5 square feet of military cargo with a minimum laden speed of 15 knots.

The vessel's itinerary must confirm it can meet layday requirements starting on September 7, 2025. The contractor must also provide a detailed stow plan, including vessel trim and stability calculations, and ensure compliance with all terms and conditions specified in the solicitation. Additional requirements include:
- A minimum of two supercargo as per PART IV (k).
- Provision of lashing gear as specified in PART V (i).
- Submission of the most recent Certificate of Inspection (COI) and any outstanding deficiencies as per PART V (m).
- Acknowledgment that all requirements will be met as part of the proposal submission.

Period of Performance
The contract will be performed over a period of approximately 21 days, commencing on September 7, 2025.

Place of Performance
The delivery location is Jacksonville, FL (USA), with redelivery in Gdansk, Poland.
