Background
The solicitation RFP N3220523R4092 A0001 is for a 21-day dry cargo time charter for the Military Sealift Command Norfolk, Strategic Sealift Program Support Office. The acquisition is being conducted under Simplified Procedures for Certain Commercial Services. The vessel(s) must be capable of meeting transportation requirements and the contract will be awarded using Part 13 procedures.

Work Details
The vessel required must be a U.S. or foreign flag, self-sustaining vessel capable of carrying a portion of 408,397 square feet of military cargo, with a minimum laden speed of 15 knots. The vessel must be capable of carrying a minimum of 171,322 square feet of military cargo from cargo list(s) described in the solicitation.
The proposal should include health and safety plans related to the novel coronavirus for the crew, and comply with U.S. Coast Guard or Center for Disease Control COVID-19 guidelines. Additionally, there are specific requirements for documentation, supercargo, lashing gear, spreader bar, certificates, stow plan, and being fully bunkered. There is also a classified requirement in this solicitation.
