Synopsis:
NASA/NSSC has a requirement for 2025 Service Contract for Hitachi S4700 Scanning Electron Microscope.
NASA/NSSC intends to issue a sole source contract to HITACHI HIGH-TECH AMERICA, INC. 1375 N 28TH AVE Dallas, Texas 75261-5012 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that HITACHI HIGH-TECH AMERICA, INC. is the sole provider of 2025 Service Contract for Hitachi S4700 Scanning Electron Microscope
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 811210
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 8/12/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for a 2025 Service Contract for the Hitachi S4700 Scanning Electron Microscope. The contract will be issued as a sole source to HITACHI HIGH-TECH AMERICA, INC., which is determined to be the sole provider of this service. NASA/NSSC will serve as the procuring center for this effort, with performance taking place at NASA/Glenn Research Center (GRC). The Government intends to acquire commercial items and services.

Work Details
The Contractor shall provide maintenance service to maintain original equipment performance specifications on the Hitachi S-4700, SN 6059-03, Scanning Electron Microscope. This includes:

1. Cleaning of the instrument.
2. Inspection and replacement of vacuum pump oils, seals, and filters.
3. Inspection and replacement of vacuum hoses, air lines, and water lines.
4. Inspection and adjustment as necessary.
5. Column alignment and inspection of image.

Modifications, repairs, and/or adjustments shall be made to correct deviations from the manufacturer's stated performance when necessary due to normal usage according to the manufacturer’s instructions. Major parts coverage applicable to current configuration shall be included. The Contractor shall provide unlimited emergency service visits and unlimited technical phone support at no additional cost during regular business hours (8:00 am - 5:00 pm). In case of breakdowns making the instruments inoperable, the Contractor shall respond within two (2) working days after a service request from the Government's Representative (COR). Basic maintenance such as cleaning/replacing apertures and o-rings may be conducted by Government personnel under telephone direction from the Contractor when it is in the Government's best interest to quickly correct problems; however, successful repairs remain the Contractor's final responsibility. All services shall be performed by factory-trained service engineers and include labor, travel, living expenses, and replacement of all defective components except for consumable parts, moveable and fixed apertures, scintillators, and energy dispersive x-ray detectors unless caused by instrument malfunction.
