The purpose of this update is to:

  • Provide responses to pre-proposal inquiries received.
  • Correct Section M, Technical Factor 2
  • Revise dates in Attachment J-200000-05
  • Revise Article 9
  • Move Article 12 from Section G to Section I.

All other provisions and articles are unchanged. The proposal due date remains unchanged.

This is a request for proposal for the supply of natural gas to various USG facilities throughout Italy.

Background
The U.S. Government, through NAVFAC EURAFCENT, is soliciting proposals for the supply of natural gas to various Department of Defense (DoD) installations throughout Italy. This contract aims to ensure a reliable and continuous supply of natural gas for 396 points of delivery, supporting U.S. military operations in the region.

The estimated total annual consumption is approximately 13,179,951 Standard Cubic Meters (Sm3).

Work Details
The contractor will be responsible for the supply and transmission of natural gas and ancillary services to designated DoD accounts in Italy. Key tasks include:
1. Providing natural gas services for U.S. bases in the Friuli region, Campania region, and Sicily.
2. Managing contracts for transport, storage, and distribution of natural gas at each delivery point.
3. Ensuring compliance with Italian regulations as set by ARERA (Authority for the Regulation of Energy, Utility Grids, and Environment).
4. Submitting a Bank or Insurance Guarantee post-award.
5. Designating at least two Points of Contact (POCs) for communication with NAVFAC EURAFCENT.
6. Providing monthly summaries of metered data and daily consumption records for specific accounts.

The contract performance period spans from August 1, 2025, to July 31, 2026, with options extending through July 31, 2027.
