Description

The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is issuing this announcement for various research and development topic areas. The ERDC consists of the Coastal and Hydraulics Laboratory (CHL), the Geotechnical and Structures Laboratory (GSL), the Environmental Laboratory (EL) and the Information Technology Laboratory (ITL) in Vicksburg, Mississippi, the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire, the Construction Engineering Research Laboratory (CERL) in Champaign, Illinois, and the Geospatial Research Laboratory (GRL) in Alexandria, Virginia. The ERDC is responsible for conducting research in the broad fields of hydraulics, dredging, coastal engineering, instrumentation, oceanography, remote sensing, geotechnical engineering, earthquake engineering, soil effects, vehicle mobility, self-contained munitions, military engineering, geophysics, pavements, protective structures, aquatic plants, water quality, dredged material, treatment of hazardous waste, wetlands, physical/mechanical/ chemical properties of snow and other frozen precipitation, infrastructure and environmental issues for installations, computer science, telecommunications management, energy, facilities maintenance, materials and structures, engineering processes, environmental processes, land and heritage conservation, and ecological processes.

This announcement is continuously open; pre-proposals may be submitted and will be reviewed at any time throughout the year. The availability of funds may limit the ability of the U.S. Government to make awards in specific areas, nevertheless pre-proposals are sought under this announcement for all research areas identified.

Background
The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is responsible for conducting research in various fields including hydraulics, dredging, coastal engineering, instrumentation, oceanography, remote sensing, geotechnical engineering, and environmental issues.

The ERDC consists of several laboratories located across the United States, including the Coastal and Hydraulics Laboratory (CHL), Geotechnical and Structures Laboratory (GSL), Environmental Laboratory (EL), Information Technology Laboratory (ITL), Cold Regions Research and Engineering Laboratory (CRREL), Construction Engineering Research Laboratory (CERL), and Geospatial Research Laboratory (GRL). This announcement is a Broad Agency Announcement (BAA) for various research and development topic areas, continuously open for pre-proposals throughout the year.

Work Details
The BAA seeks proposals for basic or applied research across multiple areas including but not limited to:
1. Coastal and Hydraulics Laboratory: Research on hydraulic structures, coastal processes, sediment transport, estuarine dynamics, and flood control measures. Specific tasks include physical modeling of hydraulic structures, analysis of sediment transport processes, and development of methods for predicting hydrodynamic behavior.

2. Geotechnical and Structures Laboratory: Focus on soil mechanics, earthquake engineering, structural performance under dynamic loads, and material performance in construction. Tasks involve testing materials under various conditions and developing design criteria for military applications.

3. Environmental Laboratory: Research on biotechnical shore stabilization methods using vegetation for erosion control; freshwater fishery investigations to assess impacts of navigation projects; wetlands delineation and assessment; ecological trace detection using environmental DNA; and mitigation strategies for ecological resources affected by water resource projects.

4. Construction Engineering Research Laboratory: Studies on infrastructure management including life cycle performance measurement; global warming reduction technologies applicable to DoD installations; structural health monitoring technologies for aquatic environments; and modeling tools for infrastructure applications.

Place of Performance
Research will be conducted at various locations depending on the specific project requirements but primarily at ERDC facilities located in Vicksburg, Mississippi; Hanover, New Hampshire; Champaign, Illinois; Alexandria, Virginia; and other relevant sites.
