SOURCES SOUGHT NOTICE ONLY: This notice is for planning purposes only and does not constitute a solicitation for competitive bids/proposals, and is not in any way a commitment by the Government. The 355th Contracting Squadron, Davis-Monthan Air Force Base, AZ is seeking potential sources capable of providing Traffic Control Measures/Manpower to facilitate traffic flow on and off base for the 2025 Davis-Monthan Air Force Base (DMAFB) Open House Air Show in accordance with the attached Performance Work Statement.

***This Sources Sought is a Service-Disabled Veteran Owned Small Business (SDVOSB) Set Asisde***

All interested parties who believe they can meet the requirements identified above are invited to submit, in writing, information describing their capabilities and return a copy of the Questions and Answers doucment filled out. At a minimum, the capabilities packages shall include information regarding the company's ability to meet this requirement, qualifications, and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business) as defined in FAR 52.219-1. The NAICS code for this requirement is 532490. The Small Business size standard is $40.0M.

The information received because of this notice is solely for the purpose of market research. The Government does not intend to pay for any information provided under this sources sought synopsis. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.

Background
The 355th Contracting Squadron at Davis-Monthan Air Force Base, AZ is seeking potential sources capable of providing Traffic Control Measures and Manpower to facilitate traffic flow on and off base for the 2025 Davis-Monthan Air Force Base Open House Air Show.

This notice serves as a Sources Sought Notice for planning purposes only and does not constitute a solicitation for competitive bids/proposals. The contract aims to ensure safe transit of vehicles during the event, which is critical due to the expected large volume of traffic.

Work Details
The contractor will be responsible for:
1. Providing all necessary traffic control measures and equipment, including signage, barricades, and personnel.
2. Developing a comprehensive on and off base Traffic Plan for the air show on March 22-23, 2025, which includes road closures, detours, parking arrangements, manpower placement, and pedestrian traffic management. This plan must be approved by both the contracting authority and the Department of Transportation (DOT) at least 30 days prior to the event.
3. Supplying approximately 200-300 augmentees to support traffic control operations during the air show, including training and managing these personnel according to the approved traffic control plan.
4. Completing the Special Event Permit Application Checklist and obtaining all required permits from DOT and other relevant authorities before commencing operations.
5. Setting up on-base traffic control measures by March 20, 2025.
6. Ensuring compliance with DMAFB traffic regulations and conducting random vehicle speed checks. Contractor personnel are subject to random searches and must report any security threats immediately.

Period of Performance
The services will be required specifically on March 22-23, 2025, with setup commencing by March 20, 2025.
