This is a presolicitation notice only for 2024 - 2026 MAINTENANCE DREDGING, ANCHORAGE HARBOR, ALASKA. Offers will not be accepted for this notice.

This solicitation will be an Unrestricted Procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and the anticipated download availability date for this solicitation will be on or after 6 October 2023.

The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. The Construction Wage Rates (formerly Davis-Bacon Act) will apply.

This project is contingent on availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM.gov (http://www.SAM.gov/) in order to receive an award. Joint ventures must also be registered in SAM.gov as a joint venture. Offerors are advised to begin this process when they prepare their proposals in order to ensure registration is in place should they be selected for award. The North American Industrial Classification System (NAICS) code will be 237990 - Other Heavy and Civil Engineering Construction, which has a size standard of $37 Million.

The estimated award date of this contract is December 2023.

DESCRIPTION OF WORK: Perform surveying, dredging and disposal of approximately 900,000 cubic yards of fine-grained shoaled material annually for three (3) years at the Anchorage Harbor. The Cook Inlet Navigation Channel (CINC), which is the marked entrance through Knik Arm Shoal to Anchorage Harbor, may also require periodic dredging. Depending on the severity of shoaling, CINC Interim Dredging (paid by the day) or CINC Maintenance Dredging (Paid by the cubic yard up to 350,000 cubic yards) may be awarded. CINC consists of sandy material with some cobbles. The dredging must be accomplished in a manner that keeps the Port of Alaska dock face and terminals accessible for shipping traffic at all times. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. The type of contract shall be firm-fixed price. Construction wage rates (formerly Davis-Bacon Act w age rates) shall apply.
