The Kuwait MATOC will provide CETAM the ability to support the Kuwait Area Office infrastructure program; enhance the contracting methods available for program execution; and allow greater flexibility to meet customer's changing environment and expectations. These flexible contracting tools will allow CETAM to fully support the Kuwaiti Area Office mission objective to secure and provide operational facilities for our customers. These tools will enable CETAM to minimize acquisition lead-time, reduce costs, and complete projects that are associated with challenging completion periods.

The purpose of this MATOC is to provide a variety of construction services including but not limited to the following: repair and maintenance of real property, incidental environmental work, incidental services, force protection work, property repair and maintenance, habitat restoration (environmental work), new construction, and renovation.

Typical projects support U.S. programs in Kuwait. Contractors will be expected to accomplish a variety of tasks, including design build, repairs, additions, upgrades, and new construction.

Contractors will be required to furnish all labor, tools, materials, equipment, supervision, personnel, etc. to complete each Task Order. The successful contractor(s) will provide management, labor, materials, equipment, and supervision to accomplish a broad range of fast-track design build construction, repair, upgrades, renovation, operational support such as maintenance of real property for various facilities in the country of Kuwait. Facilities include infrastructure, pavements, administrative, warehouses, maintenance, military living quarters, power plants, covered parking, security fencing, etc., which may be located within secured areas and may require prior approval for access by contractor personnel. The successful contractor will comply with the Kuwait prescribed laws, policies, and procedures for performance of services.

Projects may range from those where the Government provides full design documents (Design-Bid-Build) to those with limited design and functional specifications that will require the contractor to complete the design and construct the project (Design-Build). The contractor may be required to provide a variety of design and construction support services including but not limited to the following: environmental work, force protection work, new construction, and facility renovation.

Construction will be in accordance with current building codes, safety and security standards, and applicable local standards.

Amendment 0002 - Bidder Inquiries

Amendment 0003 -

The purpose for this amendment is:1. Extend the proposal due date. Phase I proposals are due no later than 14 May 2023 by 12:01 PM Arabian Standard Time.2. Close the Bidder Inquiry on 28 April 2023. The inquiry system in ProjNet will be closed after this time and will not be accept further postings.3. Inquiries not responded to in amendment 0002 will be responded in amendment 0004.4. All other terms and conditions remain unchanged.

Amendment 0004 - The purpose of Amendment 0004 follows:

1. Provide the responses to the bidder inquiries received through ProjNet through 30 April 2023. It is noted
that amendment 0003 closed the bidder inquiry on 28 April 2023; how ever, due to system issues, amendment 0003 w as not published in SAM.gov until 29 April 2023. Therefore, the Government w ill respond to the questions received through ProjNet through 30 April 2023.
2. Proposal due date remains unchanged. Phase I proposals are due no later than 14 May 2023 by 12:01 PM Arabian Standard Time.
3. All other terms and conditions remain unchanged.

Amendment 0005 - The purpose for Amendment 0005 is as follows:

1. Remove Yvette Walker as the Contracting Officer.
2. Appoint Betty Foster as the Contracting Off icer.
3. All other terms and conditions remain unchanged.

Due to Problems in PIEE with updating Proposals Due Date and amendments, you can still submit proposals the system will not lock you out, but they will be marked as late. We know that the proposal will not be considered late due to the revised Proposal Date on the Amendment 0003 for 14 May 2023.

Amendment 0006: The purpose of this amendment is to establish a new proposal due date of 31 May, 2023 by 2:00 PM AST (Kuwait time). This Amendment 06 will be released as Amendment 07 PIEE, due to a system error in PIEE. There is no Amendment 07.

Offerors who submitted a timely proposal have the opportunity, but are not required to submit an updated proposal. If you choose not upload an updated proposal, you are still required to acknowledge this Amendment 06 by completing Blocks 15 A, B, and C and uploading this SF-30 Amendment into PIEE. Offerors who were not timely or did not submit a proposal now have an opportunity to do so as long as the proposals are uploaded in PIEE by 31 May, 2023 at 2:00PM AST (Kuwait Time). Proposals must be uploaded into PIEE.

Emailed proposals will not be accepted or evaluated.

All Offerors are required to acknowledge amendment 06 in writing by signing blocks 15a, 15b and 15c.
