Description

This announcement is issued as the Request for Qualifications for Architect and Engineering (A/E) firms interested in being evaluated to receive an A/E contract. Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA) anticipates awarding a maximum of six (6) individual IDIQ contracts, up to two (2) of which will be reserved for Small Business as set-asides. The remaining four (4) contracts will be open to all sources. Selected firms must comply with Equal Employment Opportunity requirements in accordance with FAR 22.8.

Background
The Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA) is issuing a Request for Qualifications for Architect and Engineering (A/E) firms interested in being evaluated to receive an A/E contract. The division anticipates awarding a maximum of six individual IDIQ contracts, with up to two reserved for Small Business as set-asides. The remaining four contracts will be open to all sources. Selected firms must comply with Equal Employment Opportunity requirements in accordance with 22.8.

Work Details
The contract will involve providing bridge, tunnel, and culvert inspections, investigations, inspection reports, and associated engineering services with Federal Land Management Agencies such as the National Park Service (NPS), U.S. Forest Service, U.S. Fish and Wildlife Service, and/or other federal, state, and local governmental agencies or other special-purpose governmental type units located primarily within the United States and Territories.
The work may include providing various types of inspections as per the National Bridge Inspection Standards (NBIS), safety inspections as per the National Tunnel Inspection Standards (NTIS), load rating calculations, non-destructive evaluation (NDE) of structures, preparation of Plans, Specifications, and Estimates (PS&E) for repairs and improvements, scour studies, and special studies that may require concrete core retrievals and testing.

The geographic locations where the contract will be performed are primarily within the United States and Territories.
