This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-04, May 12, 2025. The provision at 52.212-3 and the clauses at 52.212-4, 52.212-5 apply to this acquisition; no addenda are attached.

This is an all-or-none requirement and partial proposals will be deemed unresponsive and will not be evaluated. The Government will award on a single IDIQ to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.

Contractors must be registered in the System for Award Management (SAM).

All responsible sources may submit a proposal which, if timely received, will be considered by the Agency. Proposals are due no later than the response date in the posting. Responses/offers shall be submitted electronically, PDF or MS Word Format to the email address in the posting. Any amendment(s) issued to this Request for Proposal (RFP) will be published on this website. Background
The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement to modernize the current Force and Torque Calibrators. This contract aims to procure equipment that will be utilized for calibrating various torque-related tools within the Naval inventory at the Fleet level.

Work Details
The contract involves the procurement of one hundred (100) units of 2000ft.-lbs. Force and Torque Calibrators. These calibrators will be used to calibrate torque screwdrivers, torque wrenches, torque power tools, torque watches, compression and tension gauges, cable tensiometers, and other torque equipment.

The contractor is required to provide three (3) units on the first delivery order. Additionally, the contractor must provide installation services for two (2) systems at specified locations and conduct two (2) training sessions lasting two (2) days each for up to ten (10) attendees per session. The training will take place at Patuxent River, Maryland, and the Naval Surface Warfare Center Corona Calibration Lab.

Deliverables include operator/service manuals, calibration certifications, instrument calibration procedures, software/firmware version descriptions, a proposed spare parts list, and a training syllabus.

Period of Performance
The contract will have a five-year ordering period starting from the date of award.

Place of Performance
Deliveries will be made to various locations including MCAS Beaufort, SC; Patuxent River, MD; and Norco, CA.
