Description

RFP for Class B Uncrewed Maritime Systems
Background
The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for the acquisition of multiple Class B Uncrewed Maritime Systems (UMS) to support its vessel program operations.

The goal of this contract is to design, construct, test, train, maintain, and provide repair support for these systems. The solicitation emphasizes a single-phased procurement approach focused on surface-based systems, explicitly excluding optionally crewed, hybrid, or subsurface craft.

Work Details
The contractor shall produce, test, deliver, train on operations and maintenance, and provide spares for the surface UMS. Specific work areas include:
1. **NOAA UMS Craft**: Production of a small craft capable of remote and semi-autonomous operations from a NOAA host vessel.
2. **UMS Craft Data**: Provision of UMS platform data licenses.
3. **Control Interface and Communications**: Delivery of an integrated control interface that meets specifications.
4. **Special Equipment for Launch/Recovery**: Provision of all necessary equipment for launch and recovery from the host vessel.
5. **Shipping and Storage Containers**: Supply of containers for shipping and storage of the UMS.
6. **Local Movement Equipment**: Equipment for local movement of the UMS.
7. **Test and Trials Support**: Provision of man-hours for trials support and maintenance.
8. **Integrated Logistics Support (ILS)**: Installation labor and training on equipment operation with comprehensive crew familiarization seminars required.

Place of Performance
The work will primarily take place at NOAA facilities within the continental United States (CONUS), with example locations including Newport, RI; Norfolk, VA; Gulfport, MS; and Newport, OR.
