2-Phase Design-Build Construction Contract for Electrical Substations located at Arnold, Missouri - Phase 1

The U.S. Army Corps of Engineers (USACE) Kansas City District is issuing Phase 1 of a 100% Small Business Set-Aside 2-Phase Design-Build solicitation for a single Firm Fixed-Price, construction contract for Electrical Substation located at Arnold, MO.

Key aspects of this project include but are not necessarily limited to repair by replacement of the 12.47KV electrical power to the Arnold site, providing a reliable and sufficient primary distribution feed (Ameren MO) and a government-companion project for primary distribution after the utility provider's transformer/substation. This project will include civil design and construction of underground bus duct, foundation and equipment pad and other supporting structures; electrical design and construction to provide and install the primary electrical distribution switchgear and associated protection devices, conduit and wiring, functional testing and commissioning. Existing utility conduit and customer substation will be retired after the new customer substation is constructed. The work is located at the NGA Facility, in Arnold, MO.

In Phase one the Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation and will down select to a target of 3 and a maximum of 5 most highly qualified contractors to compete in Phase 2. During Phase 2 the down selected contractors will provide a technical solution and a price proposal. The contract will be awarded based upon a Best Value Trade-Off process. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award.

The estimated magnitude of this project is between $5,000,000 - $10,000,000.

The estimated performance period for completion of construction is 540 calendar days from Notice to Proceed (NTP).
