2.75 Inch Rocket Launchers andSub-Components

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department intends to award a contract for the fabrication, testing, inspection, and delivery of the M260, M261, LAU-61 series, LAU-68 series, and LAU-131 series 2.75 -Inch Rocket Launchers and subcomponents on a sole source basis to Arnold Defense and Electronics, LLC (AD&E), 3000 Arnold Tenbrook Road, Arnold, MO 63010. AD&E is the current and sole manufacturer of all 2.75-inch Rocket Launchers and has specialized tooling, equipment, and subject matter expertise required to manufacture the subject Rocket Launchers. AD&E possesses unique and proprietary hardware and know-how involving the manufacture of the launchers, and is the only source of the unique test equipment required to test the launchers. The facilities, special test equipment, tooling and special production processes (i.e., magneforming) necessary are the proprietary intellectual property of AD&E. In addition, ADE is the designer, developer, and has patented both the Intervalometer and Safety Switch that are two essential components for the Navy and Air Force's 2.75-inch rocket launcher.

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals nor does it restrict the Government from an ultimate acquisition approach; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. This sources sought should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published.

All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company's capabilities.
