Description

Enclosed is a request for quotations (RFQ) for portable interpreting equipment replacement. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price, technically acceptable, in accordance with FAR 52.212-1. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Direct questions regarding this service may be submitted no later than 16:00 PM (Bangkok local time) on July 10, 2026 to e-mail: Pinlaorp@state.gov.

Quotations are due by July 17, 2026 no later than 16:00 PM (Bangkok local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submitting their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Background
The U.S. government, specifically the U.S. Embassy in Bangkok, Thailand, is seeking to procure portable interpreting equipment as part of its mission to facilitate communication and understanding in diplomatic engagements.

The goal of this contract is to replace existing interpreting equipment with new units that meet specified requirements for functionality and durability.

Work Details
The contractor shall provide four sets of portable interpreting equipment, each set containing:
1. Six (6) ultra-high frequency (UHF) transmitter units with lapel microphones and lanyards.
2. Twenty-four (24) UHF receiver units with single-sided earphones and lanyards.
3. A heavy-duty, waterproof carry case with 30 slots for the equipment, which must be labeled appropriately.

Specific items include:
- Okayo WT-500T: UHF Transmitter Unit with Lapel Microphones and Lanyard or equivalent (2 units)
- Okayo WT-500R: UHF Receiver with Single-sided Earphones and Lanyard or equivalent (96 units)
- Heavy-duty and Waterproof Carry Case with Labeling (4 units)

All prices are to be quoted in Thai Baht, excluding VAT.

Period of Performance
Delivery is required within 30 days after the purchase order is awarded.

Bidder Requirements
Bidders must have been in the interpreting solution business for no less than five (5) years and provide proof of documentation. Additionally, bidders must be authorized distributors or partners with the Original Equipment Manufacturer (OEM) for the core products offered, also requiring proof of documentation.
